Shock as Costa Rican Foreign Minister Ousted Amid Diplomatic Crisis

In a surprising turn of events, Costa Rica's Foreign Minister, Manuel Tovar , was dismissed on Thursday , only hours before he was scheduled to deliver a speech at the United Nations General Assembly on behalf of President Laura Fernández . President Fernández had chosen not to attend the assembly in New York , citing issues with scheduling , which she claimed were due to Tovar’s failure to forward an invitation from the Escudo de las Américas initiative . This initiative, chaired by Donald Trump and involving Costa Rica, held a presidential meeting for which Fernández stated she was unaware.

The Presidency's statement on Tovar's immediate dismissal criticized what they described as "negligence" leading President Fernández to miss the "strategically significant" session. This incident has raised concerns within Costa Rica's government, especially given Tovar's stature as a key figure within the movement led by Rodrigo Chaves , who had positioned Tovar in various roles, including Minister of Foreign Trade , and bolstered relations with both Trump's administration and Israel .

President Fernández's absence from the UN meeting was due to a planned trip to Colombia . There, she engaged in talks with Colombian President Abelardo de la Espriella , while Costa Rica's Vice President José Manuel Restrepo represented the country at the Escudo de las Américas meeting. This cooperative security alliance, which includes 14 countries under U.S. leadership, is noted for addressing issues such as drug trafficking and organized crime , significant problems deeply affecting Costa Rica’s domestic security .

In a gesture of regret , Fernández apologized to U.S. Ambassador Melinda Hildebrand for her absence from the Trump meeting, declaring, "I reiterate to your country my firm commitment in continuing to support the alliance of Escudo de las Américas (...) I lament my absence (...) The error in conveying the invitation from your government was noted, leading to the dismissal of the Foreign Minister." Members of the Costa Rican cabinet expressed shock at Tovar's sacking, raising questions about the underlying reasons for such an abrupt decision .

Manuel Tovar responded with a message on his social media , refraining from confirming or denying President Fernández's rationale for his dismissal. He highlighted the significance of the UN high-level week, particularly for Costa Rica's efforts in supporting Rebeca Grynspan's candidacy for Secretary-General of the United Nations, describing it as a critical opportunity in the context of global challenges.

The sudden removal of Tovar has resulted in the cancellation of his UN address, leaving Costa Rica's permanent representative to deliver a speech outside of the official agenda. Earlier this week, Tovar announced a diplomatic rupture with Cuba , a decision communicated without official notice from Cuba, after his meeting with U.S. Secretary of State Marco Rubio , marking the first encounter since the Costa Rican government assumed office in May.

Alliance with the United States

Costa Rica identifies the United States as a crucial partner in both trade and security, agreeing to take in deported migrants from third countries while aligning with several U.S. positions in international forums. However, Tovar noted differences, particularly regarding the International Criminal Court (ICC) . Under Trump’s administration, allies were urged to withdraw from the ICC, a stance Costa Rica disagrees with, as Tovar explained, "For Costa Rica, these judicial bodies are incredibly significant for our national security. We respect any country's sovereign right to join or leave the Court, but for Costa Rica, its importance cannot be understated due to regional threats."
