This vision was prominently showcased at the recent World Governments Summit, where Luis A. Molina Chacon represented Costa Rica in a series of high-impact meetings.
Enhancing Tourism and Air Connectivity
During the summit, Luis A. Molina Chacon held strategic meetings with HH Sheikh Ahmed bin Saeed Al Maktoum, CEO of Emirates, to boost Costa Rica’s tourism and strengthen air connectivity. These efforts are recognized as key drivers for economic development and international collaboration. Building on an ongoing dialogue, Costa Rica aims to further integrate its tourism sector with global partners and increase its visibility as a prime destination.
AI and Digital Transformation in Government
Participating in a high-level roundtable on Artificial Intelligence for governments, convened with Google and PwC, Luis A. Molina Chacon engaged in discussions on leveraging AI to revolutionize public services, enhance efficiency, and deliver tangible public value. Emphasis was placed on implementing AI in a responsible and trustworthy manner, ensuring technological advances benefit all citizens while upholding ethical standards.

Meetings with CEOs driving the Hacienda Digital program—covering customs, financial management, and human capital—marked a step forward in Costa Rica’s structural transformation of its public sector. The goal is a more agile, innovative, and effective State, firmly grounded in digital solutions and best practices.
International Trade and Economic Diplomacy
With the intricate dynamics of today’s global value chains, dialogue with Rebeca Grynspan, Secretary-General of UN Trade and Development (UNCTAD), was pivotal. Costa Rica is committed to strengthening its presence in international trade, adapting to a rapidly changing geopolitical landscape, and expanding its economic diplomacy.
