Expanding into Gulf Markets: An Exclusive Interview with Rafael Lecaros, Gerente General of the Chilean Meat Association in Chile

As global demand for premium meat products continues to rise, Chile is setting its sights on new markets beyond its traditional strongholds. While Asia—especially China—has long been the primary destination for Chilean meat exports, recent developments are opening up exciting new opportunities in the Gulf region.

With official Halal certification now approved for the United Arab Emirates (UAE) and other key Gulf markets, Chile is ready to position itself as a leading supplier of high-quality beef and lamb in the Middle East. The Gulfood 2025 Expo, held at the Dubai World Trade Centre, served as the perfect platform for Chilean meat producers to engage with regional buyers, explore market opportunities, and strengthen ties with local distributors.

In an exclusive interview with Latin&Gulf.ae during the expo, Rafael Lecaros, Gerente General of the Chilean Meat Association, shared his insights on Chile’s strategic push into the Gulf market, the challenges faced by exporters, and the unique qualities that set Chilean meat apart on the global stage.


What are the main opportunities the Gulf market offers for Chilean meat?

The Gulf region has seen significant growth in the consumption of premium products, particularly red meats, which are highly valued as a source of protein. This market presents a great opportunity for Chile because consumers here are increasingly seeking high-quality meat that meets rigorous food safety standards.

While our traditional focus has been on Asian markets, particularly China, we see enormous potential in the Gulf region for both beef and lamb. Consumers here appreciate premium quality and sustainability—areas where Chilean meat excels.


How has the demand for Chilean meat evolved in the Middle East in recent years?

Interestingly, Chile has not yet exported meat to this region. However, we received official export approval in November 2024, which included Halal certification for the UAE and other countries in the region. We’ve also secured longstanding sanitary approvals to meet the strict standards required by Gulf markets.

Currently, we have three to four processing plants ready to begin shipments. Based on our discussions during Gulfood 2025, demand for high-quality red meat is growing rapidly in the UAE. Chilean meat is well-positioned to meet the region’s expectations, and we are optimistic about the opportunities ahead.


What are the main logistical and regulatory challenges for exporting Chilean meat to this region?

The biggest logistical challenge we face is the distance and the need to maintain the cold chain throughout the journey. Shipping meat products from Chile to the Gulf region involves a journey of more than 30 days, so the products must be transported under carefully controlled refrigeration conditions to preserve quality.

From a regulatory perspective, we’ve successfully cleared the main hurdles. Chile boasts some of the world’s highest sanitary and phytosanitary standards, and obtaining Halal certification was essential for entering this Muslim-majority market. This has positioned us well for long-term success in the region.

What sets Chilean meat apart from other products in the global market?

What makes Chilean meat truly unique is our livestock farming system. Our cattle are raised in free-range, grass-fed environments on sustainable natural pastures, allowing us to offer healthier, higher-quality meat compared to other producers.

Additionally, Chile’s strict sanitary standards—enforced by the Agricultural and Livestock Service (SAG)—are among the highest globally. This ensures not only food safety but also the consistent quality demanded by international buyers. These two factors—our natural production system and world-class health controls—set Chilean meat apart in global markets.


What are the association’s plans to strengthen the presence of Chilean meat in emerging markets?

We’re working closely with ProChile to enhance the global visibility of Chilean meat through international promotions, marketing campaigns, and participation in major trade fairs.

One of our goals is to build a strong national brand under the banner of “Chile Meat” rather than promoting individual companies. This unified approach will help create a more recognizable presence in emerging markets.

Participation in Gulfood 2025 has been a vital first step in establishing relationships within the Middle Eastern and Gulf markets. We are already planning to have a dedicated Chilean meat stand at next year’s expo, which will serve as a gateway for deeper market penetration and greater brand recognition in the region.


Looking Ahead: A New Frontier for Chilean Meat

Chile’s entry into the Gulf market marks an exciting new chapter for the country’s meat industry. With its focus on sustainability, quality, and strict health standards, Chile is well-positioned to become a leading supplier of premium beef and lamb across the UAE and the wider GCC region.

As consumer demand for ethically sourced, high-quality meat products continues to grow in the Gulf, Chile’s commitment to excellence will likely resonate with both buyers and consumers. With strong partnerships, growing brand recognition, and the support of organizations like ProChile and the Chilean Meat Association, Chilean meat is poised for long-term success in the region.
