Buenos Aires and Qatar Forge Strategic Alliance to Boost Artificial Intelligence and Innovation

Doha – In a bold move to strengthen global technological cooperation, the Government of the City of Buenos Aires has signed a historic Memorandum of Understanding with the Qatar Financial Center (QFC) , aimed at promoting the development and application of artificial intelligence (AI) and expanding opportunities for high-tech industries across both regions.

The agreement was formalized during an official visit by Hernán Lombardi , Buenos Aires’ Minister of Economic Development , to the Qatari capital. Lombardi met with Yousuf Mohamed Al-Jada , CEO of QFC , in a high-level ceremony surrounded by Doha’s modern skyline, underscoring the growing strategic alliance between Latin America and the Gulf.

“This is just the beginning,” said Hernán Lombardi before signing the agreement. “In this way, we unlock opportunities for both countries.” Al-Jada echoed the sentiment, committing to deeper institutional collaboration between the two governments and opening a door to increased foreign investment and innovation exchange .

The central theme of the agreement lies in spurring the startup ecosystem , with a focus on AI-driven solutions across food , health , agribusiness , and the fast-growing gaming industry . Government sources said these sectors will benefit from tailored transformation strategies using new technologies that can radically enhance economic productivity and social impact.

“The future depends on companies and on how much we support them,” indicated Lombardi, citing early successes with five foreign companies that have already landed in Buenos Aires in the past year. He added that at least three more high-tech firms are expected to launch in the city by January 2026, strengthening Buenos Aires’ position as a “city of innovation that opens itself to the world.”

A key result of the treaty will be the launch of a dedicated Buenos Aires City investment office in Doha , designed to serve as a business gateway for local companies seeking expansion in West Asia. In parallel, a corresponding Qatari office will be opened in Buenos Aires to support Arab investment.

“It will allow Buenos Aires companies to access conditions in Qatar that they otherwise would not have,” stressed Lombardi. “It will function as a facilitator and will come at no cost to residents of Buenos Aires.”

While supporting entrepreneurship is central to the mission, both sides also aim to embed AI solutions into public life. Buenos Aires is preparing for the creation of an AI District in the city’s Microcentro area — a separate yet complementary initiative designed to revitalize this key urban zone. It is expected to generate new jobs , foster research and development , and attract global tech players to the city.

Lombardi remarked that “either we use [AI] for the benefit of people, or we ignore that it exists. From the City Government, we want to use it for the benefit of people.”

Cultural synergy continues to play a strong role. The agreement follows a robust year of exchanges under the Years of Culture Qatar–Argentina 2025 framework. Highlights included concerts by the Qatar Philharmonic Orchestra at Buenos Aires' celebrated Teatro Colón , a contemporary art exhibition linking MALBA with the National Museum of Qatar , and preliminary talks on investment in the audiovisual sector .

“We are opening ourselves to the world. We are genuinely seeking a cultural industry that creates jobs for Argentinians while strengthening our identity,” Lombardi affirmed. This mission is jointly advanced with Gabriela Ricardes , Buenos Aires’ Minister of Culture , who is leading efforts to elevate the city as South America's premier hub for audiovisual production.

Looking ahead, Buenos Aires also eyes areas of cooperation that extend beyond technology and culture. Talks are underway on sports partnership , specifically focusing on polo , a sport that unites both nations. Qatar is preparing to open Polo Al Marsa , the region’s first seaside polo venue , where Argentina’s expertise is expected to play a pivotal role.

With the signing of this forward-looking MOU, the alliance between Buenos Aires and Qatar emerges as a powerful example of cross-regional collaboration , marrying technological innovation , cultural diplomacy , and economic development for mutual gain.
