In a bold move that underscores its commitment to technological advancement, Costa Rica has unveiled an ambitious strategy to position itself as a global semiconductor hub. This Central American nation, known for its lush rainforests and biodiversity, is now setting its sights on the digital frontier. Here’s how Costa Rica plans to transform its tech landscape:

1. The National Semiconductor Strategy

On a sunny day in San Jose, Costa Rica’s President Rodrigo Chaves stood before an audience of international stakeholders, unveiling the National Semiconductor Strategy. This comprehensive plan revolves around four key pillars:

Talent Development

Costa Rica recognizes that nurturing a skilled workforce is essential for semiconductor success. The strategy focuses on:

  • STEM Education: Strengthening science, technology, engineering, and mathematics (STEM) programs in schools.
  • University-Industry Collaboration: Forging partnerships with universities to tailor curricula to industry needs.
  • Skills Training: Providing specialized training for semiconductor-related roles.

Incentives and Investment Attraction

Costa Rica aims to create an attractive environment for semiconductor companies:

  • Existing Incentives: Enhancing existing incentives for research and development (R&D) and foreign direct investment (FDI).
  • New Incentives: Introducing targeted incentives to attract semiconductor companies.
  • International Image: Promoting Costa Rica as a secure and appealing investment destination.

Regulatory Enhancements

Efficient regulations are crucial for business growth:

  • Transparency: Improving transparency and predictability in regulatory processes.
  • Competitiveness: Streamlining administrative procedures to facilitate investment inflows.
  • Intellectual Property Protection: Strengthening IP protection mechanisms.

Global Collaboration

Costa Rica recognizes that it cannot achieve its semiconductor ambitions in isolation:

  • Strategic Alliances: Collaborating with international partners, including the United States.
  • Supply Chain Transformation: Playing a pivotal role in the global semiconductor supply chain.

2. The United States Connection

In July 2023, Costa Rica achieved a historic milestone by becoming the first nation designated as a strategic ally of the United States under the CHIPS and Science Act. This designation solidified the strategic partnership between the two countries and opened doors for collaboration in semiconductor research, manufacturing, and talent development.

U.S. Secretary of Commerce Gina Raimondo applauded Costa Rica’s plan, emphasizing that investing in the country benefits both nations. As semiconductors drive global innovation, Costa Rica’s expertise contributes to technological marvels worldwide.

3. A Secure and Dependable Destination

President Chaves summed it up succinctly: “Costa Rica possesses the requisite conditions to establish itself as a dependable and secure regional investment hub for this sector.” By leveraging its talent pool, incentives, and regulatory improvements, Costa Rica aims to fortify the semiconductor industry within the region.

As the rainforests echo with the hum of microchips, Costa Rica’s journey toward becoming a semiconductor hub serves as an inspiring example of how determination and strategic planning can reshape a nation’s destiny.
